Strata Global Introduces Guide for Owners Committees Changing Management Company in Dubai

Oct 23, 2026

The Dubai-based community management and strata consulting company sets out a structured approach to help Owners Committees navigate management transitions with greater transparency and accountability.

Dubai, United Arab Emirates, October 23, 2026 /MarketersMEDIA/ -- Strata Global, a community management and strata consulting company, has introduced a Management Transition Guide designed to support Owners Committees in navigating the complexities of changing community management companies in Dubai. The initiative aims to bring greater clarity, transparency and accountability to a process that involves multiple stakeholders, regulatory requirements, financial responsibilities and operational considerations.

RERA Circular No. RERASC 26C03, effective 1 July 2026, set out in detail how an Owners Committee can request a change of management company. Once a new company is appointed, the handover itself begins. Strata Global has developed a practical framework outlining the key stages, responsibilities and considerations involved in transferring community management operations.

The guide introduces a structured four-stage approach covering authority and planning, information takeover, verification and review, and stabilisation and reporting. The stages often overlap, and the guide sets no fixed timelines. Each stage is designed to help Owners Committees understand their responsibilities, identify potential challenges and maintain oversight throughout the transition.

Strengthening Transparency and Accountability in Community Management

Changing a community management company involves far more than transferring administrative responsibilities. It requires careful coordination between Owners Committees, outgoing management companies, property developers, service providers and regulatory authorities, including the Real Estate Regulatory Agency (RERA) and Dubai Land Department (DLD).

Strata Global's guide addresses five critical areas of community management: regulatory compliance, day-to-day operations, financial management, procurement and facilities management. The guide presents these as five “Layers of Trust”, with authority and compliance at the foundation and each layer building on the one below.

The framework places particular emphasis on reviewing financial records, assessing existing supplier agreements, evaluating building conditions and identifying outstanding compliance matters. By recording unresolved issues and identifying which party is responsible for each, the approach aims to establish a clearer foundation for future community operations.

A central element of the guide is its focus on financial transparency. This includes reviewing service charge records, the General Fund and Reserve Fund, outstanding liabilities and existing budgets, and preparing upcoming budgets for the Mollak and RERA approval process.

Through its community management services, Strata Global combines structured operational oversight with resident-focused service delivery, supporting developers and property owners in maintaining community standards and ensuring the efficient management of shared assets.

Supporting Service Continuity and Resident Experience

One of the primary concerns during a management transition is the potential disruption of essential community services. Strata Global's approach prioritises coordination with existing service providers, clear communication with residents and reporting operational risks to the Owners Committee as they arise.

The guide outlines procedures for reviewing maintenance contracts, assessing facilities management requirements, addressing outstanding resident requests and supporting continuity of the community office, emergency contacts and essential services.

It also establishes a reporting structure through which Owners Committees receive progress updates, an outstanding-items register showing who is responsible for each item, a clear list of decisions requiring their involvement and a closing report on the handover. Those decisions include confirming banking and authorisation arrangements, approving the service charge budget before it is submitted, approving supplier appointments and endorsing owner communications.

A Structured Approach to Building Trust

An important feature of Strata Global's Management Transition Guide is the clear distinction between the responsibilities of the incoming management company and those of existing stakeholders.

Where missing documentation, financial discrepancies, unresolved defects or pending approvals are identified, the framework provides for recording, reporting and tracking these matters while helping establish the responsible party in line with the RERA appointment and the facts of each case.

The guide also emphasises that each transition is subject to the terms of the RERA appointment, the required regulatory approvals and the cooperation of the outgoing management company, the developer and other parties involved. Every community is different, and the approach is adapted to its records and circumstances. The guide is general guidance only and does not create obligations for any party.

By providing Owners Committees with a clearer understanding of the transition process, the company aims to make management changes more organised, transparent and manageable while supporting the long-term interests of property owners.

Owners Committees can request a copy of the guide by sending an inquiry through the Strata Global website.

Hamilton sets sights on racing in African grand prix

AUSTIN, United States — Lewis Hamilton on Thursday welcomed Formula One’s  decision to return to Africa, but revealed reservations over the choice of Rwanda to host the continent’s first Grand Prix in more than three decades. The seven-time world champion also said he wanted to stay in F1 racing into his forties to make sure he can fulfil his dream of racing in an African Grand Prix. Speaking to reporters ahead of this weekend’s United States Grand Prix, the Ferrari driver said he was aware of concerns regarding Rwanda and said they should not be overlooked. "Of course, I don’t get to choose where we go and, naturally, there’s problems all over the world today,” he said. “I’ve seen many of the stories, but I think we really have to approach it with humility.” Formula One announced a 10-year agreement to race in Rwanda last week with the race set to join the calendar after a circuit has been built in the early 2030s. The last time an F1 race was held in Africa was the 33rd South African Grand Prix near Johannesburg in 1993 when Hamilton was just eight years old. "There’s a lot that we don’t know,” added Hamilton who has called for a return to Africa for many years. “Growing up in England, they never taught us anything about Africa. It needs to be on the curriculum… "A lot of the problems they have there are still the results of colonialism and the west intervening, but if you see the people, you see so many designs that are out there today. Top brands come from Africa, and it’s got all the richest resources. "I really hope, and I still have hopes, that Africa unites. I know there’s many people that don’t want that to happen -- because they would be so powerful if they did, but I’m still hopeful that at some stage they will. "And, of course, going doesn’t mean that you neglect the things that are happening there. "So hopefully many people start to educate themselves a little more about what is happening, what has happened for hundreds of years and I hope that does spark the conversation.” Hamilton, who warmly praised runaway championship leader Kimi Antonelli of Mercedes as he sat alongside him at a news conference, revealed also that he hopes to continue racing into his mid-forties. "I’m looking forward to racing with him longer. I mean, I’m now forced to have to stay a lot longer because we have a race in Africa -- and that’s been my dream, to be able to race in Africa.” "So, you’ve got time,” said the 20-year-old Italian. “You’ve got to do at least the first one.” "Yeah,” replied Hamilton. “I have to keep fighting to try and stay fit if I can. If I can still punch out good results over the next year, we’ll keep it going.”
